As I understand it, Netherlands had no laws about online poker, and then sites operated there in a "grey market", as they originally did everywhere, when online gambling was invented, and no countries had laws about it. It then got regulated, and at that time the dutch government chose to "punish" sites, that had operated as grey market sites, by denying them a license. So the problem is basically the dutch government and the way, it has chosen to regulate online gambling.

Why would it need to be dutch only? As I understand it, people living in Netherlands are allowed to play in the global GG Poker pool.

.... PokerStars might be back in the Netherlands soon, as new evidence suggests they’re working on a region specific site for Dutch players.
This development follows a July report from CasinoNieuws.nl, which said PokerStars was looking into a potential re-entry via a partnership
with a locally licensed operator. This would allow them to navigate the Dutch regulatory waters more smoothly and avoid the delays that
come with solo licensing.
... sounds like it's easier for them to get licensed there that way....

PokerStars is banned in the Netherlands because it lacks a local license from the Dutch Gambling Authority. Unlicensed operators are prohibited from providing services in the Netherlands, and despite plans to reenter the market, PokerStars has not yet received the appropriate license.

Yeah that makes sense. So basically it would then officially be this locally licensed operator, that branched into the online poker market but using PokerStars brand, software, knowledge etc.
