You've brought back a lot of memories!  I've never played this game where the dealer flips a "card to beat".  Usually, everyone gets their 7 cards, dealt face down (no peeking! :LOL: ), and the player to the left of the dealer flips their first card.  Then the 1st betting round starts, based off that card, starting with that player.  Check, bet, or fold, with subsequent players choosing call, raise, or fold (literally no one folds this round, that would be crazy pants).

Then the 2nd round begins: the next player going clockwise flips their cards until they can beat the 1st player's card.  They have to keep turning up cards until they beat the previous player's "hand".  Then players bet/fold/etc.

If there is ever a time when the next player can't beat the hand before them after turning up all cards, they're hand is dead, and they're out.
