It all depends on the situation and quite a few factors. But it is important to always remember that your goal is a ticket or a place in the tournament. Therefore, unnecessary risk is simply unnecessary.

Study ICM if you can, if you already know the general concepts this will make it specific for you.

Big stack can pressure others ( especially middle stacks ) , but be aware that the shortest stacks, if low enough will be looking for a spot to double up.

there is lots of unnamed info to consider ..... in general if i'm really at the stone bubble in a satty i dont play anything unless i am a big stack vs a tiny stack , or a tiny stack that has to make an immediate move to avoid blinding out .

It is also important to note that it is easier to play only good hands.You could have just folded everything and gotten a ticket, even folded AA if only one person was left before the ticket, what's the point of building up your stack if you're already second in chips.

So easy to go bust when someone at the table has 10x more BB than you. Trying to double up with AA or KK and you get knocked out by 98S

You should analyze how many are left behind you and if all-in is profitable. If you are one of the last ones, it's all in direct.

Satellite bubble strategy in a nutshell:
Put pressure when you cover opponents who are trying to survive. Medium stacks fear elimination the most.
Fold even AA when you’re safely above the cutoff and calling risks busting without improving your chances to qualify.
Short stack on the bubble: play to double or die. You can’t wait take your best shove spots.
Big stack on the bubble: avoid clashes with other big stacks and relentlessly pressure medium stacks with raises and re-raises.
On the bubble, chips aren’t equal survival is the real currency.

How should I play if I have a short stack at a marginal position? For example, 72nd / 73 when the bubble size is 71, with 1.5 BB left at an early position (so I can still wait for a few hands)? Should I fold less than premium hands or shove widely?

As a short stack you are selected to bust next, so you play relatively normal. On a bubble (satellite or not) you are a little bit tighter when calling it off.

If its big enough to lock up a ticket without playing more hands, then you fold everything and dont take any risk at all. If not apply pressure to smaller stacks. Like you have 14BB in SB, and BB have 5BB, then you jam very wide or even any two.

Satellites are one of the only places where you can fold AA pre-flop.

In a satellite usually it is a fast turbo tournament, where you must attack, you must play aggressively and there isn't much time, so especially near the bubble, if you try to be to conservative maybe you will be out. So you must be careful but basically aggressive!
