Yes, it doesn't stop having a percentage, especially when you go “all-in” pre-flop... but then comes the real form of the strategy, trying to read/understand your opponent to know who has the advantage, or simply folding and not risking your life in the tournament because you depend on luck!!!!
If you allow me... I would say that good players increase their chances of winning without depending too much on luck, it's no wonder that we see several players winning several important tournaments, in other words, I would say 80% skill and 20% luck
