Thank you for contacting me to express your opposition to regulations that restrict Internet
gambling. I appreciate hearing from you on this important issue, and I agree with your comments: instead of implementing knee-jerk bans on online poker and other games, we should embrace the Internet gambling industry as a way to create jobs and reduce the deficit.
In 2006, Congress passed the Unlawful Internet Gambling Enforcement Act (UIGEA) in an attempt to prevent Americans from gambling online. While the bill left intact the ability of individual states to license some types of online gaming companies, it calls for the enforcement of a number of federal regulations that prohibit Americans from engaging in most forms of online gambling. As a result, there are virtually no e-
casinos operating in the United States.
For good reason, these restrictive policies have been roundly criticized by financial institutions, small businesses, and frustrated citizens. I believe that UIGEA overreaches the goal of public safety and has instead prevented law-abiding Americans from participating in legitimate activities in which the federal government has no business intruding. Online gambling restrictions also set a precedent that may threaten our competitive advantage in using the Internet as a marketplace over the long term. According to a 2012 report by Morgan Stanley, Internet gambling has the potential to become a $9.3-billion-per-year industry for the United States - approximately the economic output of the Las Vegas and Atlantic City gaming markets combined.
Like you, I believe the government should avoid policies that impede Americans' ability to engage in legitimate commerce and instead embrace the Internet as a powerful economic engine. Please be assured I will continue to advocate for the repeal of online gambling restrictions that inhibit economic growth, and I will keep your thoughts in mind if H.R. 707, or similarly restrictive bills, come to the floor for a vote.
