Hi. Why is it called WORLD Poker Tour GLOBAL when not all countries are allowed to play?

There are many reasons why not all countries can participate, ranging from legislation to certain licensing conditions, patents or permits to operate, and so on.

maybe in theory, person from any country in the world can participate? Or organizations have list of allowed countries?
