On the earlier streets its rare, that we call only to catch a bluff, because usually we have at least some equity in the pot. If we face a river bet, we either have the best hand or not. And if we think, we only beat a bluff, then some key questions are:

1) Does the story make sense?
2) Have we shown weakness?
3) Are there busted draws?
4) Are we getting a good price?
5) Are we closing the action?
6) Could we be losing to a bluff?
7) Player tendencies.
8) Do we have relevant blockers?

I think observing how each player behaves is key; those who play with a very wide range have a greater chance of bluffing.

If they haven't raised pre-flop most of the times means they do not have pairs or high cards. If the flop is three of a kind for example hearts and they don't raise, they don't have a flush. You just need to sit a one table like for half an hour and watch the players who are raising too often. Fold, observe them. If they are bluffing too often, move in with pocket Ts. If the flop is three stray cards like 3-7-9 and they are raising, maybe they have two aces bit didn't hit anything. Often enough it's possible to win with one pair. If they are raising too fast could mean they are bluffing.

Plays too many May hands is the big red flag for me. You can wait for a good hand and the pin try to counter.

I think you have to pay attention to the game or to that player who you think is bluffing.
