I would like to know the clear intent of the PPA. Is the PPA still pushing for a Federal bill,or are they now pushing for individual states? I'm somewhat of a realist. If the PPA have positioned themselves towards a state campaign i feel as though i'm wasting my time.

PPA is pushing for both. The best way to move a federal bill, IMO, is to have some states move. That's what will get their attention and make them take action. Likewise, federal action may encourage states to move preemptively to preserve their place.
