Well, the vid explains it as Lithuanian league regulations stipulate thaat two home grown players must start the match. So as a loophole they figured to ruin someone's ego to comply with the rulespltelles said:

Also googled about 1st min substitutions yesterday and according to all-powerful google you'd see something similar in romanian league aswell ...
According to one article one club made 1st min substitutions there in 3 consecutuve matches last autumn ... I believe there rule was something about having to start with certain amount of players who are 21 or younger ...
