Well he had 43s and i lost, i didnt even see it coming, my hand reading skills is very off right now. I just didnt see a vpip 23% call 43s so i thought exactly like you either he Misses flushdraw river and bluff or hit QJ or maybe AQ... Seems ok to slowplay top set here, although you could also go for a small bet.

As played easy call. No real reason to check flop and then raise turn.
River
You have underrepped your hand postflop, which open the door for him to bluff, and there are very few hands, you lose to. He could even have a worse hand for value like a smaller set or maybe QJ. Easy call.
If he play 43s as a dubble flat preflop (calling the initial raise and then calling the 3-bet), then he also play all small pairs the same way. This mean, he have 4 combos of 43s but 9 combos of lower sets. Even if that is his entire range, you still have a very profitable call winning more than 2 out of 3 times.
