If you have good equity at turn, and you have put 95% stakes in pot, will you pay rest 5% on river? if yes, than why you player dont reraise at turn, and give chance for Cashout?

Not sure exactly what you are saying--translation error I think-
there are reasons to not put your entire stack in the pot in PLO on the turn- If the nuts can change easily on the river but we will easily get the stack in if the river is favorable to us then we can decide to not be all-in until we see the river.

I think you're asking why don't people reraise if they're going to be allin on the river with 95% of their stack...

why not reraise?, that's a good question...............
