Against passive players who rarely bluff, the best strategy is to value bet them to death. If they’re calling a lot but not betting aggressively, you can bet bigger with your strong hands and avoid fancy bluffs since they’re unlikely to fold. Also, if they suddenly start betting big, be cautious—they probably have the nuts. 😅

You overfold when the bet. And if they raise you, especially in a multiway pot, you fold almost everything that isn't the nuts.

I play against such players only when I am confident enough in the strength of my hand. At the same time, if I see that the situation is more risky than is acceptable for me, I am always ready to fold.

Against passive players who rarely bluff, your strategy should focus on value betting more aggressively and calling less frequently. Since these opponents tend to check and call rather than bet or raise, you should bet more often with strong hands to extract maximum value. When they suddenly show aggression, especially with a big bet or raise, it's usually a sign of a strong hand, so folding marginal hands in such spots is often correct. Additionally, since they don’t bluff often, there's little reason to call down light—if they bet big, they likely have it. Lastly, exploit their passivity by stealing blinds and small pots more frequently, as they won’t defend as often.

Increase your value range
Against passive players, you can bet and increase with a wider range of strong hands, as they tend to pay a lot (calling stations).

To beat passive players, be aggressive by opening more hands, betting consistently and betting for value. Avoid bluffing too much, as they often have a weaker hand and will rarely fold, but be sure to take advantage of their tendency to call without raising and to fold under pressure.
