I played a quick game recently on my lunch break from work. It was micro-stakes and everyone on the table was playing extremely loosely.

There was pretty much always a shove on the pre-flop and all manner of hands were being shoved/called (for example, one player was sitting UTG and shoved a 38o and the played that called was sitting in MP with 27o)

Every round someone always shoved and at least 1 person always called.

How do you play against a table of opponents like that? What's the best strategy for dealing with it?

I remember reading somewhere as a rule of thumb you should try to do the opposite of the table -

So play tight aggressive on this table - wait for the hand or a good spot - they will bluff enough of the time to chip up

The loose players may recognise you are playing tight and tighten up against you, so they may c/bet less In which case, broadly depending on the board texture and hand strength, your ability to capture value will be determined by bet-sizing - it's always situational depending on the above factors

Was it a cash-game, SnG, MTT? The structure of the game would also have an impact

First of all, you need to stick to the game plan, be patient and catch on mistakes.

Play very tight against very loose players and you will see results in long term.

know how to make an uncomfortable situation, favorable, if they play loose play balanced no need to raise ever premium hand let them do the raising

There's loose aggressive and loose passive, on loose passive there are always a bunch of limpers and callers and I try and play jackpot hands that play well multiway - suited A's, suited connectors, Broadway cards. I've played on a lot of tables like that. On loose aggressive tables like you describe or in situations where players are shoving wide ranges, I'd also widen my ranges. If someone if shoving with 38o you shouldn't be folding ATo, whereas against another player in another situation ATo might be a fold.

Expect Good Hands - If opponents are so bad that they even call a 4bb raise with trash, bet as much as they are willing to pay. Basically, this is the whole point - to make them call with hands worse than yours. The main thing is not to be afraid to bet for value.

Lots of loose aggressive players will turn poker into a game of chance, with little hope to win without being the luckiest player. I would refrain from playing in such games.
