No this is a stage tournament. A stage tournament mean, there are multible stage 1, and players who survive a stage 1 then continue in stage 2 with whatever amount of chips, they have accumulated. So when stage 2 begin, there will be a large variation in stack sizes, and players might or might not be in the money already. A stage tournament is basically just a tournament, that is broken down into two pieces to give people more chances to play it. A satellite on the other hand is a tournament, which reward either tickets or a direct entry into a specific target tournament.
For instance tomorrow is the weekly $109 Sunday Million on PokerStars. And if you want to try to qualify for this for less than $109, then you might play a $11 satellite. This satellite will then reward an entry to the top 9% of the field or so. Lets say 200 people play, and the top 18 earn an entry to Sunday Million tomorrow. These 18 players are then simply registered, and when Sunday Million begin, they will be in the tournament from the first hand and dealt in with the starting stack.
The other common form, which is popular on for instance 888 Poker, is satellites, that reward tickets. Like maybe the top 5 players in a $5.5 satellite earn a $33 ticket, and this can then be used to play any $33 tournament. Typically such a ticket has an expiration date like maybe 30 days, but within that period of time you have the flexibility to play, whenever it suits you.
