Terminology question - First One To Raise is called?

What is the terminology for the following?

9-handed table. UTG limps. CO raises. Is this considered an open raise? a raise first in? other?

I would just call them "the initial raiser after a limp". Preflop action is a little different since the forced bets are already there before anyone acts. So I consider any bet to be a raise. There seems to be some debate about this, but logic, to me, dictates that this is a raise.

He's the Original Raiser - but nobody really pays attention LOL

Sometimes when UTG limps people get confused and think he's a blind because the action is a little wonky.

Just semantics here, but I believe "The Original Raiser" was either Adam or Eve. The initial raiser is the first person to raise a pot.
