This is one way of expressing a
crucial element of good poker play.
One technique will work very well against a certain type or level of player, but be catastrophic employed when faced with a differing opponent, if that makes sense.
A prime example of this is you don't want to
try and bluff a calling station...
bluffing is going to be more succesful against a nit than a donkey.
So the advice you are stating is essentially you must observe the other players and identify what type, level or class of player they are and then use specific strategies against them to exploit specific weaknesses.
Seems like a rather astute game plan to me..!
