It depends on the type of tournament, stage of the tournament, information about the villains and a lot of other variables to be analyzed.
Knowing exactly the positions we are dealing with helps us better understand the decisions to be made!

Barring an extreme ICM-situation like a satellite bubble, if it fold to us with JJ and 17BB, we should min-raise with intentions to get it in against any kind of 3-bet. If there is previous action, JJ should generally jam with 17BB. Maybe against a single limp we can raise to 3BB and look to play some postflop, still with intention to get it in against any kind of 3-bet.
