HUD 4B ratio what is right?

Hi all! Weird one.., but just to make sure I have it right:
If a player has a 4 Bet ratio of, for example, 10%. Is it right this 10% is 10% from the hand he had open raised? Probably a little bit less because of the cold 4Bets of course. So, if V opens 20% of the time, his 4B ratio is actually 2% of hand range?

This is how PokerTracker 3's guide defines 4-bet:

The percentage of times the player 4-bet (raised a 3-Bet or higher) when they had the opportunity. This includes all 4-bets, 5-bets, and higher, regardless of any previous action this player did or didn't make.
