I can tell you for sure that Binance is the most functional option. Although a Binance account requires verification, as far as I know, this is not a problem for Ukrainian citizens, as verification can be completed with a Ukrainian passport. In addition, Binance is reliable and secure.

You can switch bitcoin first to usdt on binance and then deposit usdt with the polygon network. Like this you can avoid those unnecessary fees you are talking about. Good luck.
