Hands per hour importance?

I have been wondering for some time now about this issue.

I used to play more cashgames than tournaments. According to many pokerbooks HPH plays a significant role in winnings, therefore people play multible tables.
I have noticed that people in tournaments often let the timer run out early game, even though there are still people joining late, as if they plan to stall the game and let the blind go up.

My question is. Why?

As i see it HPH in tournaments is also important. Since if i sit at a table and play many hands, people will accumulate more chips and more people will get to the table when others get knocked out, which will give an advantage later in the tournament.

Is there something i misunderstood, because there is something i haven't taken into consideration or has the game just changed over the last years where i haven't been playing?

Stalling in tournament only makes sense near the bubble or important payjums with multible tables still running. So if you see someone doing this, while the tournament is far from ITM, then most likely they are either distracted or excessively multitabling or just really bad at poker

The only time that I will stall in a tournament is when a break is coming up and by stalling it will put me on the button for the first hand after the break.
For some reason I feel that there is an edge to doing that.

That was my thought, i just see many people letting the timer run out and go away. Then next hand they do the same again.

I never stall my self, unless i am in the kitchen making a snack, then it can happen.

You want to maximize the amount you win per hour.

If you get more hands its easier to win more especially if you have the identical win rate.

I do want to play many hands, just not always possible if 3 people on the table stall the time. Often it happens that when the tables change, then if i have been at a slow table, I'm already behind.
