I had the same question when I first looked at it. Have no idea what it is, and I am not sure what CAP is either.

However, when I looked at the chart I figured it is not really that good of a chart at all. For example, limping pre-flop in 6-max is suicidal especially from UTG, so for example A2s-A8s is not a call IMO, either bet and put pressure or fold.
Same goes for ATo, which is also never a limp from UTG but always a bet..

Maybe it's just my play style, and the chart is actually good... Would be cool to know who created it to ask all this directly!

My educated guess

First things first.

The convictions::
C = call
R = raise
< = smaller than
> = greater than

The speculations:
Notice that the chart numbers the position from 1 to 6 (hence, 6-max,).
And that chart only posts action codes greater than 2 and smaller than 4.
So, calls and raises are function of the position AND the number of Big Blinds (poker talk for $).

More probable interpretation:
with 99 UTG(3), if no one raised (NR) then raise with less than 2BB (R<2)

Less probable interpretation:
with 99 UTG(3), if no one raised (NR) then raise if less that 2 players are in the hand (R<2).

R<2 means call if there are less than two other players in the pot. C>4 means call if greater than 4 other players are in the pot.

I'm pretty sure that chart is for limit holdem.

You can't raise with less than 2BB. A min raise is to 2BB

i personally dont take such charts TOO serious because they often for example say that you should fold small pocket pairs in early position . i am not doing that ....i will see the flop as cheap as possible and try to hit my set etc
