Sending Money to Neteller or Skrill

I live in the Dominican Republic. I want to send some money to Neteller and discovered that they do not accept wire transfers anymore.

I posted my visa card to Neteller, attempted a deposit and they said the card was rejected by my bank.
I went to my bank and they said they didn't reject it and I said Neteller said they did.
We went round and round and I asked if they have objections to money being used for gambling and they said no.

They have no record in their system of the attempted transaction reaching them. The in-person representative spoke to someone at a higher level and the answer they came up with is that Visa must be the one blocking the transaction.

What is up with this non gambling / gambling choice? Is this universal? Who started it?
Does it emanate from governments or card companies or something else entirely?

yes it's universal applies to Philippines as well

I have one debit card.
My only other option is to make a wire transfer.

I play on 888Poker and PokerStars and they don't accept wire transfers in.
I'm currently looking for a trusted site with a casino and poker that accepts wire transfer in and is affiliated with Neteller in case I want to move money around.

It is highly likely that the card issuing corporations are to blame. The card itself is not intended for this operation. But sometimes the rules are set on the cards and the party receiving the money. Mastercards are not accepted on 888. But the visa works. I do not use NETELLER and SКRILL. Operations are expensive.

I believe that the problem is in your Visa Card, it's a Credit Card Visa which is only for machines and not for online transactions... Correct me if I'm wrong.

I think governments are putting some pressure on gambling, but it's more likely that Visa is trying to separate legal from illegal money flows.
