yes it is legal to have an account on both rooms
but if you use the same adresse an e-mail they will not allow you to play the same tournament at the same time in both rooms

Yes, it's cool. Because the GG and the N8 are different. If you search the GG questions and answers you will see that it is valid to have an account on these two sites without having any kind of problem.

it is legal to have an accounts at both rooms, but you can't play in both at the same time

Yes, it's legal and you will not have any problems for this reason. I used to have an account in both rooms, but this month for some reason they decided to move all N8 accounts from Brazil to GGpoker only and now I have to use my account that I had in N8 to login in GG.
