Let’s assume I’m playing a low-stakes live tournament and the opponents are very loose and call-happy, even spewy. How should I adjust my ranges from the button and the cutoff, starting from GTO ranges for 15BB? Thanks for your help

Making that assumption, I reckon by the time it gets round to you in CO or button there's likely been 2-3 limpers!!! Haha

Assuming not, I would be opening more high card strong suited cards, as it sounds like they are calling wit worse a lot.....but then only betting for value, very few C bet bluffs without some decent draws at least.....kind of standard but with some wider ranges. I'd probs not be raising as many low PP's as they won't fold if they hit 2nd/3rd pair either.

Gnerally though, I'm playing tight, and really hammering it home when I do hit the flop in a meanigful way

What I tend to do is to cut out the "clever" hands like 54s or 65s. They don't realize their equity well when you're constantly seeing a flop 3-way.
Secondly, if they aren't folding to a 2x or 2.2x open, don't be afraid to go to 3x or even shove wider with your top 15% of hands.

Against very loose and call-happy players, I’d definitely deviate from GTO and focus more on value. From the button and cutoff with around 15BB, I’d tighten my shoving range slightly by removing weaker hands that rely on fold equity, and instead prioritize hands that perform well when called.

Since these players call too much, I think it’s better to avoid marginal spots and go all-in with hands that have decent equity when called, like strong broadways, pairs, and good aces.
