His raise on the flop is highly likely to mean what it says on the tin, i.e I have a good hand. At 2nl without good reads work on the premise that most bets mean exactly what they represent. This wouldn't just be him three betting an opening raise, this would be him re-raising your flop cbet which indicates even more strength.
