C) Players who 3-bet/squeeze a lot are the main targets. Their range often can't take the heat of a 4-bet. Note how 4-betting as the initial raiser in a squeeze situation is a VERY powerful move because your opponents usually put you on a monster.

D) Forget about 4-bet bluffing/4-betting light at 50NL and below. I lost a boatload of buyins doing that, and they have KK and AA just about every time. Even the looser players.
At 100NL, I'd still be a bit careful but this is where you can start playing back at people. So my answer would be: 100NL+
