Acting out of turn is considered bad poker etiquette and as someone else said, it is highly frowned upon. I don't think it is considered against the rules, unless specifically stated, which may be the case in tournaments where the penalties may vary from touney to tourney and depending upon the situation. 
 
I would think that the regular players at your home game could come to some agreement as to what the rules are going to be. Obviously, assessing penalties like having someone sit out for a round doesn't work in a cash game, because blinds and antes aren't collected from a player that is away from the table in a cash game. But if one dude refuses to abide by the rules you could penalize him by uninviting him from the game until he chooses to comply. A lot of people have absolutely no sense of humor about their money. But it's about alot more than that to me. This cat is showing a lack of respect not only for the game, but for the players in it as well. That can cause a friendly game to become real unfriendly real quick.
