[B]Minneapolis[/B] is a fantastic poker spot (but only Limit and Spread Limit) and not to expensive to live...but your nuts freeze off
 
[B]Tunica, MS[/B] is a fantastic poker town with great loose action and fantastic hospitality, not sure about living expenses (but I imagine inexpensive).  Only drawback is there is nothing else to do but play poker and gamble.
