For scenario A, I believe that they are allowed to raise because they have not acted in the pot yet.  And since there has yet to be a raise, the minimum raise allowed is 40.
 
For scenario B...I found this rule.

So I guess...If being in the blinds (SB and BB) are considered as betting, or acting, then they have already acted in the pot, and without seeing a full-sized raise they are unable to raise.  UTG obviously is not allowed to raise either.
[B]My Final Results/Guesses (waiting for CC members confirmation/comments obviously):[/B]
[U]Scenario 1:[/U] UTG+1 is allowed to re-raise, with the minimum re-raise at 40
[U]Scenario 2:[/U] SB, BB, and UTG, all are not allowed to re-raise, since they are committed to pot already and not faced with a full-sized raise.
Person on the button, however, IS allowed to raise (since they have not yet acted), and the minimum re-raise is 40
