A [B]Prop[/B] player gets paid an hourly wage (at least in real life whereas online props can be paid in other ways as well) to generally either sit in short handed games to fill them out or start new games/tables.  However the key is that they play with their own money, take on all the bankroll risk, and get little say in what flavor of game/stakes they play.
 
A [B]Shill[/B] is someone that works for the casino/cardroom that gets paid an hourly wage AND play with the house's money.  They suffer no bankroll/financial risk.  Also, shills sometimes have predetermined "script plays" to follow like not calling a raise with a straight draw, etc.  And being a shill is not like being staked because your pay as a shill is predetermined whereas a staked player's pay is based on performance.
