Most poker is played indoors of course but still this can have a small effect on the game at hand. If its a hot day maybe some people are drained from being out in the sun too long, if its a cold day perhaps they are still ridged from the cold and its going to take them awhile to loosen up at the table. It is always a good idea to get to your tournament setting early and stay there for an hour or 2 before the tournament starts to get acclamated to your surroundings. Are there alot of windows? are there a lot of tvs? distractions? in the middle of the slot machines, or in a room downstairs away from everyone else in the casino? It all can be a small effect on the game you are playing, so i strongly suggest to just get there an hour or 2 early to get yourself used to the setting you are going to play in, this should help to get out of the weather that is outside as well. good luck playing at the tables thats the best advice i can give.
