[SPOILER]The answer is yes.  If at any time a player who is in the hand at showdown asks to see another players hand (who was also in the hand at showdown and who mucked) that mucked hand then becomes live and wins if cards dictate.

If a player not in the hand at showdown asks to see the mucked hand then the mucked cards are not live and do not win even if cards dictate.

Any player dealt cards in a hand may request to see a showdown players mucked hand, but if the asker was also at showdown - beware of what you wish for.[/SPOILER]
