The only nuts that can not be outdrawn are str flushes where you hold the highest card or highest are on board and you have the rest. Meaning that if you hold unsuited and non straight cards, or a2,a3,a4,23,24 you will never get it

ATC can flop quads, and quads are ALWAYS the nuts on the flop.

All flopped nuts can be outdrawn, though, unless you flop the high end of a straight flush.
