By all means talk to the game host, especially if you're paying rake (I'm not even going to touch the legalities of that issue).  If it's turning people away from his game then it's less money in his pocket so he might be more inclined to do something about it.  Just be aware that this player, based on the description you've given above, might be a grade-A douchebag but she's not actually breaking that many rules.
 
Oh, one last thought: if the rake the host is taking [I]is[/I] illegal where you live it might actually be a disincentive for him to act.  A pissed off player, especially one who sounds like a douchebag to start with, might be inclined to go to the authorities out of spite and report the game.
