In English at least, the term gambling is equated with games of chance. The general public, ignorant of poker, often does lump poker in with other gambling games like craps or blackjack. Poker players know better. To over-extend my goofy driving analogy, it would be like referring to driving as gambling instead of a skilled activity just because there is always a chance something could happen to you while driving that is out of your control (i.e. "luck"). Sure, we sometimes gamble with our lives when we drive, and might joke about doing so, but when it comes down to it, driving is a learned skill and not a gambling endeavor. Roulette and craps are gambling games. Even blackjack and sports betting, which can benefit from some amounts of skill, are still heavily ruled by chance and weighted against the bettor. When you play those games, you're "gambling" more often than not that you'll come out on top. Poker is NOT a game of chance. It is predominately a game of skill with a variable degree of chance that diminishes greatly as skill increases. The distinction is important, which is why serious poker players reject the notion that "poker is gambling."
