It can be done but simply sticking a vinyl on top of the felt alone will cause problems as cards will catch on the edge of the vinyl if they are left exposed and it will eventualy peel off. Prestitching to the felt is the easiest option for the average craftsman, inlaying is a better method but requires much more skill to pull of perfectly. #1 method is screen printing if you want to add any graphics.
