After my brother did that the stopped deliberately trying to piss people off and played normal until he left the game. So it was effective and nothing else made a difference to him till that happened. Other players at the table had tired to curb his antics by calling the house but there wasn't anything they could do since technically he was breaking the rules of the game. Every time someone would call the house on him he would laugh and say they can't do anything so sometimes you need to go to a last resort. Maybe it just hard to convey exactly what this guy was like or how he affected the mood of everyone at the table. Again it wasn't just a case of a personality difference.
