No, they're not banned by any poker rooms. There is an extensive list of software tools that are banned at PS and FT, you can check them. So, as examples (and not to pick on any specific company), PT3 and HEM are listed as "allowed" on PokerStars, and PokerEdge (a HUD tool that uses a universal, datamined database) is listed as prohibited.
 
The HUD is actually pretty worthless UNLESS you multitable. There's no need for a HUD when you're single tabling (or 2 tabling etc.), since you can pay attention to everybody at the table and note what they're doing. If you're 8 tabling, it's much more difficult to watch every action that every player is making and take effective notes. A quick glance to see that player IMAREG is running 20/18 tells you that he's, on average, a TAG player, and that player IMAFISH is running 65/3 tells you that he's, on average, a fish who plays all kinds of hands preflop and doesn't raise non-premium hands. This takes only a glance, which is generally all that's necessary.
