Im guessing that to be average not base. I know a couple people that have friends out in Vegas dealing, it all depends on what casino you work at and how good you are for example: 
 
if you work at The Sahara or Riviera you may make 25k a year because not alot of games go on there and not alot of tipping.
 
On the other hand if you are good and are dealing at say Mirage or Bellagio and getting to deal in some of the big cash games you can make 100k+ a year.
 
A radio guy here in Cleveland goes to Vegas 3-4 times a year and has a friend that deals at Mirage and is making 118k year. When he deals the big cash games and is getting tips of $20-$50 every few hands.
 
I think the big problem is dealing in tournaments alot of young online players are playing in live tournaments and don't tip after a big win, just because they are not usse to doing it playing online. i read somewhere that Chris Moneymaker tipped an additional 30-40k to the dealers after his 2003 WSoP main event win.
 
The one thing that most places allow dealers to keep their own tips no sharing or pooling because usually tips are a reflection of how the dealer did IE: hands dealt,flow of the game etc etc.
