Knives are harder to use against someone else. Yet anywhere we ban drunk driving correctly because the potential damage to society is so high. Playing poker online doesn't hurt anyone, not even the underage player. As zachvac pointed out, it can be even beneficial. I think these are the important issues to consider, not the technicality of being 18 years old or 17, 11 months, 30 days and 23 hours.
