Without a doubt, 3 countries that would be nearest to the bottom of the list (add in Switzerland & you might just have the bottom 3 there... at least for countries that actually play online poker)

I think you might be correct... although I think I'd substitute 'Sweden' into the Top3 instead of Canada. At one time (2012-2015) I'd say Canada was closer to 1st place (with lots of the Top USA players emigrating to Canada in order to play online poker).

I think the best candidates are Brazil, Russia, USA, Canada and Germany.
But in Poker there is no need to make huge financial investments in training. So countries that are Olympic powers due to their high investments would not be able to achieve relevance because of that. Soon, we could have pleasant surprises. Because Poker is one of the most inclusive sport.
