Since this happened online, my quess would be the latter. Then the question is, how much less than the full raise amount. If I have less than $300 left but want to rasie all in for less than a $300 raise...
 
then if I have between $150 and $299, I have made a sufficient enough size bet that the betting is reopened (pending any caps in limit) and callers have the option to raise further (again pending any caps in limit).
 
But if I have between $1 and $149, then I have not made a sufficient enough size bet to reopen betting. Anyone wishing to play behind me can only call my partial raise.
 
Just my two cents. I don't know the circumstances for PokerJoker's post.
