No no no that's not how it works.  Read the article, they have a nice picture in there that explains it pretty well.  I'll give an example.

Imagine the multi prize pool tournament with 3 different buy-ins, and thus 3 different prize pools.  $5, $25, and $100 dollars.
   -If you are buying in for $5, the $5 goes into prize pool 1, and you are only eligible to win pries from prize pool 1.
   -If you are buying in for $25, $5 goes to prize pool 1 and the remaining $20 goes into prize pool 2.  You are eligible to win prizes from both prize pools 1 and prize pool 2.
  -If you are buying in for $100, then $5 goes into prize pool 1, $20 more dollars goes into prize pool 2, and the remaining $75 goes into prize pool 3.  You are eligible to receive prizes from all 3 prize pools.

So basically, if you buy in for the minimum, you are competing against the entire field, because all of the players are eligible to win money from prize pool 1.

At least that is how I interpret it.  Does that make sense?
