I found the post I made last year about Pokertime's withdrawal rules and even clicked on the link that went to the website, it still doesn't say how many raked hands at what levels though :( It just says minimum deposit of $20. 
 
The link you left for me though, may help though. I got to reading around about their sign up bonus and it looks like I may have to rake 500 hands at a minimum .25/.50 a hand?
