Yes it is a really bad play when you have no legitimate high and wind up getting quartered. But it can be a really good play in other spots -- i.e., you suspect someone is weak on the high side with no low or a worse low and you do it as a semi-bluff, or in a multi-way pot where you think the other players in the pot just have high hands.
