All poker players should be calling for an international standard with a view to achieving consistent consumer protection and regulations for online poker. 
 
I may be just a dumb fish on the tables but I reckon respective governments should be taxing the rake and juice generated by their own constituents (at a rate of about 30%) and NOT taxing poker winnings. (A sort of "FORCED" partnership with the poker sites) 
 
It is the poker player that is taking all of the risks and it just seems to me to be the only fair way to tax poker, governments can get their tax fix while online poker sites and their customers get stability and a level playing field globally.
 
In relation to casino games the game of poker is a special case and should be regulated as such.
 
I am willing to be talked out of this point of view if someone has any better ideas.
