Poker rules question

Hi everyone I have a question about NoLimit holdem

6 Player game

player 1 deals all the cards as standard and player 2 and 3 are small and big blinds of 7/14 player 6 makes and out of turn verbally binding all in bet of 20.

player 4 now has a what options? can he call the big blind of 14 knowing that player 5 can re-raise, or would he now have to call the all in bet of 20?

im confused

since he is first to act he only has to call 14

I thought so but my friend Mr Chase was having a whinge saying i had to call the bet on the table.

are you sure about that rule though?

Why is he sitting with 1.42 BBs?

Its first to act, so just call. Tell the other guy to STFU and only speak when spoken to.
