Poker Tracker questions and general consensus

in your opinion is Poker Tracker cheating?
and second, i bought it to try it out, and when i'm playing hands there are three things next to peoples names, VP, PR, and AFQ... i heard somewhere VP is Voluntary percentage of hands played, PR i heard is percentage of preflop raises, and AFQ i heard is agression.

i've been at this one table for a while and the numbers only say 33, 67, or 100, or 0... what does this mean?

and also i'm just straight up confused about the whole thing, it's really frustrating but i'm trying to read up everything i can but everything i read says the opposite of what is happening.
