Remember, poker rooms make money not because players are winning or losing, but simply because they are PLAYING; if more people play, the room makes more money (in the form of rake and tournament fees). Anything shady/inappropriate/illegal like using bots would undoubtedly turn players away from a particular room -- they would get caught sooner or later -- so there is absolutely no incentive for the room to do so.
