In this specific situation, I do think slow rolling should be frowned upon, but do not see any type of punishment necessary. As others have said, sometimes the purpose of poker is to disguise, fool, and even potentially upset your opponents, and in this case it might put a target on your back from the remaining players, and for some people, that may be something they want.
